In the end I feel Hero's in this show's society should not kill simply because they are not the law. They are not a judge, jury and executioner all rolled into one, we have Judge Dredd for that, and because they have a system in place for properly capturing villains. Now during the chaos when All for One was in charge... that line becomes a little more blurry. And it becomes even more so when the Nomu are involved because it's hard for me to decide if they're still humans on the inside after everthing that's been done to them. And you kind of nailed Shigaraki's ideal with wanting to show the people just how garbage the world is. He looks at Hero's the same way Stain did, as bigwigs who talk big and pump up the crowd for their own popularity but inside all they care about are themselves. He wants to see the world burn by showing everyone that in the end Hero's are useless, corrupted, and mortal. That's why to him All Might has to die so that he can put the first crack in their hearts.

There's a big difference between murder and killing in self defense or the defense of others. The police are always authorized to kill if it is necessary and since the heroes are employed by the government so it makes sense for them to have the same rules. The only disappointing thing is it appears that uncertified people don't have the right to self defense.
