where they are placed as high authority and symbolically have human heads on platters, with the butlers offering them. they are headless. and like such zero will consume them.

its symbolic of zero's increasing level of derangement and anger, as well as their mind abilities. literally having control and the consuming of human minds, destroying them by zero's gluttony for vengeance. all in all, while zero finally becoming the ultimate authority.
