Was approached by someone who asked this question and i went for Sanji, he seemed upset lol. thought il ask it here.

We haven't really seen the best Jinbe can do have we? He does have a lot of experience too but Sanji would ultimately still win with moderate-high difficulty.

khan knows how to powerscale, sanji fought a tougher opponent in wano and cooked him with ifrit jambe and hes insanely durable now. sanji over jimbe for now

Jinbei hit his prime already. He's 46. Sanji has already surpassed him and still has room for immense growth just like all the other SHs. Also, if you pay attention to the story at all, Sanji and Zoro have always been compared as near equals. There's tons thematically that address this. The monster trio, the wings of the pirate king, their relationship with one another, their rivalry, the fact Oda spelled it out with the Doriki system in Enies Lobby: Zoro's opponent, Kaku was 2200, Sanji's opponent, Jabra was 2180, and Lucci was 4k, Luffy's opponent. They've all swayed slightly from those disparities, but in the end, it's Oda's way of saying Luffy > Zoro => Sanji. Jinbei is a great addition to the crew, but there's a reason Oda paired him against Who's Who, someone who isn't even a commander. Anyone who uses bounties as a way to scale strength doesn't read the story. Sanji has had a joke bounty from the beginning. He had Duval's face.. then he was #4 bounty behind USOPP. Where were the arguments that Usopp was stronger than Sanji? Exactly. Then he finally squeaked ahead of Zoro and threw it in his face all arc (lol) and of course was met with being sent back down to #4 as an ongoing gag after Wano. If you think Jinbei is the 3rd strongest or fills that 3rd role in any shape or form ahead of Sanji then you simply are not reading the same material.

I think Who's Who is stronger than we give him credit for, and probably stronger within world-lore context than Oda ended up giving him a role for, but yes i definitely agree Sanji's opponent in Queen was stronger and I do think Sanji is stonger than Jimbei overall
