Now this lovely lass is an obscure character from the original Sailor Moon anime. When I was 9 and needed something to watch, I just randomly settled on watching Sailor Moon. I don't remember much outside of a scene which this pic is based on. In a nutshell, the antagonist of the ep, "Usagi Learns her Lesson: Becoming a Star Is Hard Work" traps poor Mikan (Saffron in the DiC dub) in the shower before assuming her form.

....it's not hard to see why I remembered this scene out of all the others..... ;)
