Think about how long the process SpaceX has undergone to build the deluge system and repair the launch pad damage would have taken, and how much it would have cost, if NASA were doing it. Ten companies involved, and three years just to grant the contracts, no doubt. To be fair, they were already building this system in April when the fondag was destroyed, but still. Look at this beautiful "bidet."

VTOL? NIMBY! Presently no way to make them silent or absolutely safe from falling out of the sky, so basically limited to heliports. Also, very few people would welcome their naighbour flying over their property and be able to look in through their windows, not to mention the noise from the oversized lawnmover in the sky.
