There's a Japanese tale that if a person who turns 30 is still a virgin, they will become a "wizard" and get magical powers. When they say that about the love expert "Count Virgin Boy", they are just joking that he never actually succeeded when using his methods. Mitsugoshi Hot Springs Land is clearly based on the Spa Resort Hawaiians in Fukushima, Japan, which has recently done other manga/anime tie-ins for promotions. As you said, this episode is just a silly filler, fan-service, co-marketing episode with no relevance to the series plot. I expect that both Cid and Rose/666 will be back soon...
