About the treaty violation, it might not seem like it but Tanya is very insistent on never breaking any treaties or laws. She might find loop holes or use laws in a way that wasn't intended but she never breaks international law or treaties, that's why even after the massacre in Arene she was talking about her hands still being clean. In in her twisted mind as long as what she doing is legal she isn't guilty of anything, no matter how morally or ethically reprehensible something is.
