Not really a theory, more of an idea. "What was the shinkasen (bullet train) originally made for?" To connect large cities separated by the rural areas that supply natural resources? Kanto is the "sophisticated" part of Japan and Kansai is the "laid-back" part of Japan. Perhaps Kansai, ironically, won the war and decided to not abide by treaties, starving Kanto of resources. The shinkansen is always empty because it isn't bringing workers and supplies to rebuild Kanto. Kanto may actually be a paradise, not because it is won the war but because it lost.
