I assume when the "healers" or whatever they are called were healing wounds they were able to regenerate her arm as well since they were able to heal physical aspects but not the mental stuff like the memory loss.

No they can't, its either felix reatttached it because they arrived faster or she didnt lose her arm in the first place this time
