Saki might have expected English to come more easily to her in view of her half-American parentage, so more formal language teaching (grammar and such) may seem surprisingly difficult.

In fact I think it's due to the fact that she was cut off from the world on the island which meant that Saki had little education. Remember the elders separated the father and these children so there was no English in their home. Besides, Saki's brother should also have similar problems.
