I believe that the Empire requires face scans to 1- log who accessed the information, and 2- to ensure they aren't druids. A certain Droid (R2D2) caused a lot of trouble when accessing their system and I think the theory is that they changed protocol to prevent others from exploiting that loophole. With all the stormtroopers who die, and are recruited, the turnover is likely enormous! Having a database of those authorized to access terminals would be a logistical nightmare. Mando's face didn't need to be in their system, but it is now and that may come back to bite him someday.
