That was what, 20-30 metres? It's really hard to hit a target, even one that isn't moving that much, when you're full of adrenaline in the dark from that distance... with a pistol. And most of the people firing don't shoot guns very often. Look at any police shooting and how far away they are, and how many times they miss the person they're shooting at entirely (and they're aiming center mass). And they're actually trained to do that, whereas Lee and Cat are mostly trained to fly Vipers. I think you might be a bit thrown off by shows like Walking Dead where everyone seems to be able to hit headshots at will. That's not reality.
