I noticed that the Sith always lose, and they have no victory, until Order 66, which wasn't used until after the war was won. I also noticed in the Prequel movies that they always used conflicts to their advantage. Palpatine became the Chancellor, only because of the attacks on Naboo, and convincing Amidala to call for a "vote of no confidence" for the current Chancellor. In the second Prequel movie Chancellor Palpatine was given emergency powers. I think all those conflicts were designed to fail, but make it seem like the Sith were trying to win. Once General Grievous was defeated and the war was over the Republic had control over almost every major planet, and all Palpatine had to do was destroy the Jedi and take control.
