Jasper thinks that Steven is Rose, because Steven's gem used to be Rose's gem. To Jasper, and other gems who don't know anything about humans and having children and stuff, that means he IS Rose. Gems don't have offspring, so they have no idea what the deal with Steven is. From Jasper's point of view, Rose Quartz just got smaller and started looking and sounding different. When Jasper first showed up back in season 1, she said "Rose, why do you look like that? Why are you so weak?" and even since hasn't realized that Steven isn't Rose.
