In America also is a problem with "Empty" spaces. Lots of the mall / retail decline is due to property barons being able to write off 'unrented space' so they could be sitting on very valuable real estate but cheat taxes on it. This led to them being very selective on renters for commercial space - such as deliberately refusing rent to small businesses or ones not part of a chain - then also giving chain businesses ridiculously low rent deals. If they had a constant property tax dragon chasing them they'd rent to anyone able to afford the rent, be it a comic book shop, a Pita hut or a hole in the wall miscellany shop lest they not be able to pay property taxes... Interesting how attempts to regulate this are met with screams of "Hallp us! Communism!" Coz we got cradle to grave socialism, for the richest of the rich. Most have no way to get a foot in the door for starting a business and face sky high rents and authorities who ignore robbers ready to fine or close for the slightest infraction, while those at the top can have a thousand stores with bored, soulless people who stand around all waiting till its closed and they apply somewhere else - no matter if they haven’t had a customer in weeks or they are super busy.
