Since your spectrometer only goes to 20kHz (plus it's using a phone microphone, which is tuned for human voice levels), I think your dog whistle actually does produce the higher tones, but you're just not able to capture those (either in audio or on the spectrometer). Since the whistle still makes a noise that is audible to humans, the different densities of the fluids still have an effect.

I think that the gasses are mixing with the air inside the whistle. Try helium in a glove-bag full of helium and see if it makes any difference.
