I spent some time wondering about why the wheel doesn't heat up where he steps but then I realized its moving in the cool air quite quickly and so must be dissipating the heat.

Also the mouse probably doesn't have blood vessels near the surfaces of the pads in it's paws in order to minimise heat loss to the ground. You could maybe take a closer look at it's paws with the camera?

It's probably also a limitation of the camera framerate and resolution. The wires of the wheel are very thin, so the combination of their size relative to the pixels resolution of the camera, and the fact that the wires are getting motion blurred from the low framerate may be making the heat hard to see on camera.
