j-hope was paying homage to Boogaloo Sam (one of the originators of Boogaloo--a form of popping) with his look. Boogaloo is often done in suits and hats because of Boogaloo Sam. Hobi knows his history for sure. Back pre-debut, Hobi had a blog where he talked about different street dance styles and their characteristics and origins and he specifically talked about Boogaloo Sam and included a picture of him in a suit just like the brown one he wears in this episode. When j-hope won his national championship in dance he competed in the Boogaloo style. I think it has a very near and dear place in his heart. The suit was just such a poetic place for him to start this journey. :)
