Airbus A319 hits pyrotechnic balloon! Breaking news!

On New Years eve, 2020 at around 20:07 Local time an Avianca flight AV29 hit a pyrotechnic balloon (??) during their descend into land at runway 13L in Bogota, Colombia. The aircraft landed safely but was completely tangled with plastic pieces. How dangerous was this? Thats what I will cover in this short, Mentour News segment!
