there's a bit of a bug where when you go places it usually makes you loop through a menu that thinks your there when its closed and is suuuper annoying trying to go through the menu just to enter a building

I'm not sure I quite follow. Most businesses are open during normal/daylight hours. The Gym and Bakery open a bit before dawn, S-Mart a bit after, but the Bar doesn't open until just a bit before sunset/when the bakery closes. Each location should indicate its hours and give you the option of walking around nearby through encounters while you wait, or traveling elsewhere. (some of the encounters don't make sense when the place is closed, but that's more of a technical limitation in the current system) Exploring/Wandering the City Streets can take upwards of 45 minutes, but has a chance to find new locations. Everything but Parkhaven can be discovered from the Streets, meanwhile Parkhaven, the Gym, and Bakery can all be discovered from the Park- and public venues like the park can be quickly discovered/unlocked by visiting City Hall. (or with the Wayfinder Mode cheat, you can start knowing where everything is) Once you've unlocked a location, you can quickly travel to it from the Streets, so it shouldn't be hard to catch places while they're open. (exploring locally, at a business/etc. usually takes under a quarter of the time that wandering the streets does) Holding the Spacebar will speed through exploration until you hit an encounter. I know it needs work, but I haven't come up with a better way yet.

I might try a system that lets you attempt to occupy yourself, encounters allowing, until they open (reading/exercising/resting/etc) did my first reply go through or post to the submission as a comment instead?
