So glad you're enjoying the start of this half. When you said how you hoped the show would progress a few episodes ago you were completely right and it's so cool to see the show take a darker turn and get serious after such a big event. Also really cool to see a lot of the villains from previous seasons come back and like you said a lot of the themes they've been building come full circle. In regards to the question about support for guarding Tartarus, I took it as a mix between the government feeling like they had everything under control. On top of that the head of the Hero Public Safety Commission was just killed before the battle (the flashback at the beginning of last episode), most of the top heroes were injured after the battle, other heroes are still helping to get people evacuated and to hospitals, and a number of other heroes quit (like the guy from last week). They'll touch more on the heroes quitting in upcoming episodes so there's not really anyone left to help out. Plus I don't think they were expecting them to attack directly after a battle while the villains were injured themselves. Anyways, great reaction as always!

A clarification about Tartarus! It's not strictly a prison. The people in Tartarus do not have to be criminals, they simply possess Quirks the Public Safety Comission deemed "too dangerous" for society. If Shiggy or Eri were found by heroes, it's extremely likely that this is where they would have been confined for their entire lives. Since it's a "containment facility", they aren't allowed to use lethal force unless necessary (even if it would be prudent). Secondly, Tartarus is built with a Quirk Surpression System, keyed to recognizing Quirk factors. For this reason, the minute the Surveillance System detects neural patterns for Quirk usage, the Security System will autotrigger the sentry guns in each room. In the unlikely event of power failure, the back up generators maintain power to the security system and it takes 3 seconds them to kick in. ) The defense system is all the robots used during USJ training but with 50x the deadly capability because it's meant to surpress Quirkless people. This is why AFO said it was nearly impossible to break in or out. Quirk usage would be detected and immediately fired out. It's 5km from land, armed with a massive robotic army, back up generators, and surrounded by an ocean's worth of water pressure. Even if you EMPed, the backups take 3 seconds and would will maintain security locked. This is why many heroes aren't stationed there (plus 95% of all heroes were used during the War Raids themselves due to how countrywide the incident is). Plus, what hero would you keep at the prison that could stop someone like AFO? All Might? Lol

imagine being muscular and seeing that the childish angsty teenager who got you locked up ended up becoming a badass destroying society like he said he wanted too
