Probably answered already, but as I recall in the US, series 6 was the first time BBC America ever aired new Doctor Who. And I think it might have been that way for other countries as well. So technically a new show was being introduced and I guess the WHO producers wanted to insure that any new non British WHO fan were up to speed with what was going on. They probably would not have had this intro if they would have started with series 5 and "The Eleventh Hour" which was a great episode for new viewers. Anyway, that's how I remember it.

Doctor who got way more popular in America when it switched to Matt Smith with season 5, also BBC America started airing it during this time, I believe the extended intro was only for America and maybe a few other countries, I have the American and the UK dvds and it's only on the American ones which is one of many reasons I only watch the UK releases at this point another reason is they slowed down the frame rate by like 4% in the American version which isn't really noticeable until you've seen both but I originally watched it on Netflix back in the day which was the UK version so that's what I'm used to
