According to the canon Avatar comic, Earth King Kuei assumed the throne at age 4 and Long Feng was appointed regent until the King came of age. Long Feng took the opportunity to lull Kuei into a false sense of security for over 20 years and granted the Dai Li full political authority. When Kuei became old enough, he believed the kingdom was at peace and just let his advisor take care of everything.
