You're right about Sarah Jane Smith! She was the companion for the 3rd and 4th Doctors and she had two spin-offs. The actress is the same as the original, Elisabeth Sladen (Sadly, she died a few years ago of cancer). This is her and the Fourth Doctor: https://i.pinimg.com/originals/d3/c8/46/d3c84636d33d90a8ad2d1dd146286595.jpg

Yep, that's the same actress that played Sarah Jane originally, Elisabeth Sladen. I remember David Tennant being excited about getting to work with her, he was a big fan of the original show. Definitely think that comes through in his performance! She did get her own spin-off after this, The Sarah Jane Adventures. It's aimed more specifically at younger kids than DW, but it's a fun show! IIRC it started around the same time as Torchwood (...definitely not aimed at kids 😂) On the Torchwood timeline - we knew Torchwood was coming while this was airing, but it didn't start until later in this series. (TBH, I was sure TW started just after the end of this series but IMDB tells me it started couple of weeks after this episode aired so what do I know!!) Those little nods and hints were mysterious and exciting! Its timeline is probably more concurrent with S3 (in so far as any timelines can be concurrent when there's time travel involved...) If you're going to give Torchwood a shot, I'd suggest watching S1 after DW S2 and ideally before S3. (watching them concurrently works too, especially if you finish TW S1 first.) You don't *need* it, but I think it adds some nice context! I also really like Mickey's role here, and the character development over the course of the episodes we've seen him. (And as much as I love Rose, he deserves better!)
