The clothed breasts are handled with deformation animation. On the other hand, the naked breasts are completely frame animated. The deformations are performed in a simple way: the target (hit area) is set up like this, and when the mouse cursor hovers over it, the corresponding frame is displayed. One thing I regret is that I focused on the graphics in each frame, so the deformation itself doesn't look very smooth. 

In the double mode, the control side is "cursor area" for tongue free movement, and the other side is this "hit area", these 2 different triggers are used at the same time.

The difficult part is now mostly complete. After this is done, all that's left is the back breasts . Finally, the end is in sight.
