UPDATE!
Feel free to read the novel below but I got some new ideas based on everyones feedback. So I think the best route is to focus on straight stairs for the three levels.
I also didn't even consider shelves/storage/etc under the shelf because I know it has been done before so I didnt think there was interest there.
If I were to do something under the stairs as well, would you want it as an object (as most current under stairs cc is) or a cutout that you could place similar to a door/window?
I may be limited as to how much I can do under stairs as far as sims *using* the space. For example, a bookshelf is doable, but something like a desk under the stairs wouldnt work. Hopefully that makes sense. Feel free to send me pinterest/inspo links too!

ONTO THE CUTOUT!
So I suck and I promised this as my 200 patron goal gift and still haven't finished it (although I did try to make it up to you by making you the hoarding set!). But I digress.
Basically, I had this grand plan for all these stair cutouts and it was going to be so great. I added some pics in this post of some of my inspiration ideas. But then the new curved stairs kinda threw a wrench in things. Before the curved stairs, I essentially had to consider 3 variations for short, medium and tall walls. Now there are soooo many different options for stairs I am a bit at a loss on how to proceed.
The cutout places like a window. So if I were to make them, i would need to make all the variations for the many curved configurations, the landings, and all the wall heights. Which is doable, but that would be so many items and I feel like it would get super confusing when trying to place them and figuring out which ones go where. there are also additional technical challenges with this but I wont bore you with that.
I still want to make good on my promise but I need your help! How would you best want to see this implemented? Would you want me to just make it for the straight sections of the stairs? Any other ideas?
I have attached the original stair cutout I made when I first has this idea. It doesn't have any fancy detailing like in my inspo pics but I need to get the concept/technical details down before I move onto that. This is a superrrr WIP, testing file so keep that in mind!! I just want you all to get an idea of how it places so it might help you better understand what you want.
This can be found under windows and you can search it by looking up 'test'.
Also I can add shelves and stuff in these cutouts too so there are a lot of possibilities! Let me know what you think and sorry again for my typical over-explained, extra-long post.
