It might be wise to advise the creator of two particular modifications to the petition in terms of the goals. While the first aspect is likely to go over just fine, the second and third are inadequate due to how vague they are. The former calls for an investigation, yet does not list any desired actions in the aftermath of the discovery. This makes it completely possible for Patreon to simply do a 'yes, it is happening' and move on with vague promises of some future action that never manifests to appease those who called for it without spending further money. As for the third, the way it stands could also end up in a similar situation with vague promises to do something that never manifests, or could result in the implementation of a user unfriendly feature that solves nothing, such as the prevention of the ability to utilize the 'save image as...' browser function. While at first this seems as if it may deal with the problem, it in truth wouldn't due to the way computers work automatically saving the images to a temporary folder upon loading of a page, and those who would have the images hosted elsewhere could just go to that location. Doing a bandwidth intensive streaming method wouldn't solve anything as again, the images would still be saved to a temporary folder, and could easily be more detrimental than beneficial as it would drive away those with limited data or slow internet speeds.

In an ideal world, nobody would pirate stuff and everyone would have the disposable income to be able to easily buy all the content they want, but that isn't the world we are in. You are never going to be able to stop piracy. bigger interests with far greater resources have tried and failed. Instead, the best method you can use is to provide something that cannot be copied; service. For example, lets say you started running a periodic poll on what was drawn next that only Patrons could vote on. Suddenly, the returned value of chipping in isn't 'I can access what is free over there', but 'I get to have some small influence on the content I enjoy'. You can't pirate that. Just a thought.

I will say a lot of artists have started doing that. Offering polls though sometimes that can make patrons flee if they are in the minority. Though well generated polls that don't let people repeat subject matter too often usually fix that. I'm kind of a nerd about polling science ;p
