Before there was a council i could see some of these decisions being made but to act on your own and kill two people goes against what the council was made for and this isn't even her first time doing something behind the councils back.

If Hershel just had a cough and Carol opted to put him down instead of giving him a chance and waiting it out to be sure... we'd all be angry as hell and ready to burn her at the stake. I wish the show writers would've chosen a main character for this little plot because I don't feel like the severity of what she did is felt by most people.
