The US is a federation, states being like semi countries with their own laws and juristriction, so if something just happens within a state its a state issue. If an illegal enterprise goes over state lines it becomes a federal issue involving the federal courts who are like the 'big boys'. It's the difference between the local police after you or the FBI This is a lawsuit tho not criminal prosecution, but a RICO is obviously essentially the same deal, it becoming federal instead of a local state issue and thus more serious. Also your weekly reminder this is 2003 :p, there wasn't much web 2.0 back then with fancy searchable web databases and law firms used their own network for law documents, westlaw.
