The Kansas City guy is the BTK killer (a.k.a. Dennis Rader) . He's an infamous serial killer here in the States, and it did seem as though S3 was going to center on him. The writers did a spectacular job of setting the stage by showing bits and pieces of his modus operandi that paralleled the evolution of the FBI's profiling methods, which eventually helped them catch fucks like Rader. The writers also hit viewers a barrage of callbacks early in S2 when Bill was talking to another agent about the family that was killed by Rader. More specifically, they discussed "BTK['s]" use of ropes...in an earlier episode they showed him practicing knots with a strand of rope. They discussed the cutting of the phone line and the the familiarity the killer must've had with the family's house...in an earlier episode, they showed Rader working as a technician who installed security systems in residential areas. They mentioned his asphyxiation fetish...in the first episode of S2, they showed Rader choking himself whilst havin' a wank. They also looked at some sketches they found that were the exact sketches Rader was drawing in earlier episodes. Bill/Holden/Wendy also figured out that long-time serial killers tend to be unsuspecting...in earlier episodes the writers made sure to show Rader with his wife and kid doing normal people shit. And Kemper delivered a single line that brought it all together - "Seems to me everything you know about serial killers has been gleaned from the ones who've been caught." Then they closed S2 with a clip of Rader "admiring" his "trophies"... He killed 10 people, and is serving a life sentence. Anyways, I thoroughly enjoyed these reactions. Top tier content.

Yes the ending is so hurtful because Williams was never tried for any of the Atlanta Child Murders. However, police attributed 22 other deaths, including those of 18 minors, to Williams. He is serving his sentence at Telfair State Prison. On November 20, 2019, Williams was again denied parole.
