it was simplified here, but it was the example of how leaders lead(to direction they want the "realm" to go)by giving the example with their own actions, and talk as the "example" is just what creates "sympathy" for losers, and lousy leaders, cause talk is cheap. Maybe MacLeish is a DEEP STATE's "new" designated survivor, or he is in charge, but knows that woman personally from before, that would explain their "dynamics"
