In classical painting, that is called a glory. It's when the setting sun shines through the clouds, giving the contour an especially bright look. Usually the paint take this opportunity to bath everything in gold and make the picture far more luminous that is should realistically be. The pioneer in this genre is a french called Claude Gellée but you can also see it in american landscapist like Bierstadt.
