As for Maxis, to get the People Person lifestyle you only need more than 4 friends, too few in my opinion. Cap raised to 10.

I'd like to separate them so that Close Knit is a small number, while making People Person larger. Is this possible?

Nope they're the same thing one in negative and one in positive, they can't work separately. Close knit only need one friend and less than a certain number so it can't get smaller than that
