I think he's just using his charms.... he's so used to using his looks and charisma to his advantage to perform his duties, and so used to ladies fawning over him, that he puts too much stock and faith in his raw charm that he thinks he can easily use ppl (not in a sexual way) however he wants. He has his position for a reason, and he does get shit done, and a huge part of that is the fact that he's a pretty boy whose mere presence makes everyone down bad.
