cid didn't use recovery because he didn't care up until that point........he literally just wanted to fight the "final boss".......and didn't know whether fox girl, juggernaut, or the vampire chick would the one and debated which one would be more fun the whole time and thinking of it almost like a game he was just letting the event play out essentially until he could figure which one would be the most fun to fight..this isn't spoilers it's just skipped internal dialogue/explanations to his actions lol

I am Atomic attack destabilizes atoms in a given area and splits them, making a controlled nuclear explosion But, I am Recovery Atomic attack is the opposite effect, that is stabilizes unstable atoms/ cells. Both of those attacks require massive magic amount and control and massive scientific knowledge.
