Honestly for me I think Tsurumi's goals aren't even that "clear" yet. It's a little hard to keep track of his goals since he doesn't have much screentime or dialogue that we hear directly from him. We get to hear tidbits of info from his gang and kinda have to piece that together. I feel like when he gets his big reveal (or main villain moment LOL) it'll throw everyone completely off cause it would be much deeper than we think.
