Kurapika can control all the types of nen but it doesn't mean he's the strongest. He is specifically anti-spider but it doesn't mean he is invincible. No spoilers here so I'll say nothing until you guys reach a certain point in the story.

Also, specialists don't have control over every category of men. It's just the category that doesn't fall under the other categories. The fortune teller girl is a specialist with a specialist ability so that would be an example. It's only kurapika's ability, emperor time, that lets him use all categories of nen

The Chains themselves are nen Sherm. Which is why Kurapika is able to catch bullets using them. Because those chains are nen he can mask the presence of the chains that he conjures. The unbreakable chains are used on the Phantom Troupe he stuck he life on it. He has access to all categories of nen when his eyes turn scarlet. However it does take a toll on his body when he uses that.

For the record, Kurapika's clan was killed, he's after revenge and obsessed with it, he has eyes that can turn red and give him special powers, Kurapika is the GOAT version of Sasuke. And HxH came out before Boruto's dad so....
