I totally agree with what you’re saying Dr Kirk. I believe that people of any age can and should be rehabilitated whether through the prison system or other means. What happened to James Bulger was horrific and tragic. A psychiatric report upon the perpetrators release indicated that they had been rehabilitated and the risk of being a threat to society was low, however one of them has gone on to reoffend (his crimes are outlined in the article below so as not to trigger anyone: https://amp.theguardian.com/uk-news/2023/feb/10/30-years-after-james-bulger-murder-strand-bootle-youth-justice)
