Yes, but I'd also suggest that he isn't used well. So if someone wrote him in an interesting way then I wouldn't mind. It definitely felt overcrowded in the New 52 where he was basically the primary villain for Batman's run.

Always a fair argument. We definitely believe all characters can have amazing stories written by enthusiastic creators.

Not overused. When he shows up its always an event. Plus, he needs to have a definitive origin whether it be The Killing Joke's(which I enjoyed) or something else.
