Three didn't mention New Caprica when she apologized to one of the Final Five Cylons. It's most likely that she was talking to Anders, who she tried to kill back on original Caprica.

Yup it was very likely Anders imo, she was going to shoot him in the collapsed stairwell etc before she got done in with the rock by Caprica Six
