Here Oda really begins to play with the expectations. You think a fight will happen after the events in the last episode. But the guys in the bar have no dreams/ambitions left and don't understand them so for Luffy they weren't worth his time. The clear inspiration here is Shanks in the bar with the bandits but it isn't a simple copy of the events back then.
