For explanations (no spoiler, because it was already explained in the first couple episodes): There are no knights of three. They are called knights of the round (like in the king arthur legend), and there are 12 of them. Suzaku hold the title knight of seven, while for example Gino is the knight of three. All twelve of them report directly to the emperor.
