To be fair the JGSDF(Japanese self-defense force)have no idea what Tohka or any other spirit is like personally and the only thing they know is that the spirits cause spacequakes which have killed thousands all over the world. I don’t think their decision to kill a spirit when they got the chance is wrong per say. I mean if they didn’t have such an efficient method of evacuation lots of people would have been killed in the first episode. Also the date plan is also a secret from the JGSDF and is being conducted by the organization under Shido’s younger sister Kotori.
