I think just as now we've seen the splintering of isis away from Syria and Iraq, so the post-mujahideen were splintered, with some staying in Afghanistan and others moving elsewhere (balkans? east africa?). Also, there's Liz's theory of US politics being the shadow play of deep state conflict, so in 93 former CIA man Bush leaves the White House, and Clinton moves in. With him we get a decade of domestic terror and FBI-humping across the media. This leaves the CIA short on graft and influence, so their buddies abroad can only rate the B-team in a civil war. Once Clinton is left a lame duck thanks to scandal, you get Kosovo, embassy bombings and the USS Cole. Domestic terror recedes, leaving only fed paranoia about environmental groups.
