Eco-City Art! (Patreon)

With the changes coming to Arcs, I've had to redo them, so what not add some art to make certain arcs feel more unique! This is the Eco-Arcology background, finally you can see the utopian solar punk arc you've always wanted.

There will be a big change coming to the way Capital Arcs work as well, you will now be able to place a capital/palace on any arcology (Regular, Eco, Military or Corpo if you are a MegaCorp).  I have also added a full suite of Necro Arcs.

I'll post more complete demos once the update is complete, but everything is looking good for a same day as 3.3 drops update.
