I like to think the writers were well aware of the backlash these two received in their clone wars episodes so they brought them back deliberately to mess with people lol and I kinda respect them for it. I actually don't mind Trace & Rafa as much as alot of other people do, they were pretty funny this episode and that Echo joke was hilarious ahaha

It's not random filler. That arc illustrated the fact that Ahsoka, even after leaving the order is still a Jedi at heart. That it's who she is and even if she isn't aligned with the order her destiny is aligned with them. Ahsoka see's that people need help from people like her, help that the Jedi sometimes won't give because of their politics. Them telling Ahsoka that's she's the Jedi they hoped they all were like helped motivate Ahsoka to take on Maul and save the people of Mandalore.
