Catelyn Stark once told a story about Jon to Talisa where she mentioned, that she should have told her husband Ned to ask the King to give him the Stark name. So it's actually the other way around. Only the king has the power to do that. But since Robert was Neds friend, he would have probably done it without question if Ned had asked him.
