To answer your question: yes, we have seen Admiral Trench before. He now has cybernetics since he somehow survived the destruction of his ship that Anakin caused, which is chronologically the first episode of Clone Wars timeline wise. Which is little foreshadowing for Anakin since he'll end up with a bunch of new limbs and cybernetics at the end of the Clone War.
