Monica got the powers as she walked through the barrier. A few episodes back when the military doctor was running test on Monica after she was thrown out of the hex, they made a comment that her scans came out strange. Then Darcy mentioned that repeated trips through the hex was beginning to rewrite her genetic code. You see Monica's eyes begin to glow as she forced her way in during this episode.

In the comics Agatha is a witch and the one who trained Wanda how to use her powers. Fun fact: I think you are the only reactors I watched who didn't suspect that Agatha was behind everything that was going on. Not going to say that it was obvious, but everyone pretty much guessed it ahead of the reveal lol.
