The reason there are kids on the Enterprise in Star Trek: TNG is because the Enterprise in TNG is not strictly a military ship. The ship is designed for deep space missions that can last up to 5-7 years. That's a long time to be away from your family, so some of the crew can decide to bring their children with them. The ship itself can sustain up to 6000 people, many of whom are actually civilians like bartenders, hairdressers, and scientists. It's basically a flying city. Not only that, but after the war with the Klingons ended in Star Trek VI, space travel generally became safe enough that Starfleet allowed civilians to travel on and even live on starships. Yeah, there's always some risk. But as Picard said in one of the episodes: "The civilians and their children know what they signed up for. They don't have to be here, but they are for one reason or another."

Spock is still alive and maybe Scotty, so he has friends. I really hate that Picard left Kirk on this Planet, he deserved a hero funeral on earth :(
